Finally Today on 21st April 2019, Tencent and Activision has come up with an official Announcement on TapTap about Call of Duty mobile. In this announcement they started that the Call of Duty Beta was planned to Release in April 2019, However it got delayed due to technical problem.

Further they also stated that now they are carefully prepared for the Call of Duty Mobile Beta Launch and will release it in the early May. (Both the Chinese Beta and Global beta)
They also announced that all those who have Pre-Register for Call of Duty Mobile Game, and will try play the Beta of the game, will receive special In-Game exclusive weapons.
